A few years ago, I sat through a PoSH awareness session as an attendee, not as the leader signing off on it.
Halfway through, I remember thinking I’d seen this presentation before. The room was filled with the same case studies, PowerPoint, and polite nods. It would have been easy for me to disregard the session and covertly shift it down the priority list the next time. I didn’t.
During that session, I first heard a coworker raise a question that made me realize she was genuinely unsure of what was appropriate and inappropriate. It wasn’t because she was irresponsible, but rather because no one had ever given her a clear explanation.
That moment changed how I thought about PoSH training. If people leave a session knowing the law but still unsure about what to do when something happens, have we really done our job?
When Compliance Becomes a Checkbox, People Notice
The Prevention of Sexual Harassment framework under the 2013 Act (PoSH), often gets treated as a legal requirement. Something HR runs once a year so the organization can tick the compliance box.
I understand why. The language can be formal. Sessions can feel repetitive. And most people walk in thinking they already know the basics.
However, people notice when leaders approach PoSH compliance as a formality. They are able to distinguish between doing something because it truly matters and doing it just for the sake of doing it.
And that difference becomes important when someone experiences or witnesses inappropriate behaviour. A workplace where employees know the policy exists is not necessarily a workplace where they feel comfortable using it. Compliance creates the framework. Leadership determines whether people trust it.
What Good PoSH Training Should Really Do
An efficient PoSH awareness training involves more than just going through the rules. The training must educate employees on the reality of sexual harassment at the workplace. The training may involve scenarios where quid pro quo, a hostile environment, inappropriate communication, or role plays where one can demonstrate what behavior that one person finds acceptable but can cause discomfort to another.
After the session, employees should walk away with the following questions answered:
- What rights do I have?
- Where and how do I file a complaint?
- The Internal Committee (IC) consists of who?
- After a complaint is filed, what happens?
- Why is secrecy important?
- What is the organization in charge of?
- If I ever see someone acting inappropriately, what can I do?
Learning about the PoSH policy is not the same as knowing how to act in a real-life situation. This is because knowledge is gained from examples, discussions, and an environment where difficult questions can be raised. PoSH training is not about participation but awareness. The goal of PoSH training isn’t attendance. It’s awareness people can actually use.
The Workplace is Changing. Our Training Should Too.
A lot has changed in the workplace since the Prevention of Sexual Harassment Act went into effect in 2013. In addition to changing how people interact, communicate, and work, technology has opened up new possibilities for harassment. Digital harassment, deepfakes, image manipulation, and AI-enabled abuse are a few issues that are now being discussed in the workplace.
This means that the PoSH campaigns cannot rely on the traditional way of working. The same applies to the Internal Committee. The IC is a vital component of the PoSH act and its role is not just to exist. Employees need to know about the members of the committee and the process to be followed in case of grievances.
The Responsibility Doesn’t End With the Training
If someone in our organization faced harassment tomorrow, would they know whom to approach, and would they trust the system enough to speak up? That, for me, is the real test of good PoSH compliance.
Not a session completed. Not a policy filed away. But a workplace where employees are aware of their rights, boundaries, and that they will be heard if something goes wrong. Training is the first step in this process, but it must continue through regular leadership. Because creating a safe workplace is not an annual exercise. It is a responsibility we carry every day.

Every year around this time, I hear the same question from clients: “Will festive demand hit our numbers again?” This year, I’ve started asking them a different question: “Are you hiring in the right cities?”
In India, the concept of festival hiring was straightforward for many years. Companies would increase employment in Bengaluru, Delhi-NCR, and Mumbai as demand increased in the metro areas, and after the holiday season, things would calm down.
Today, that is changing.
Today, Tier 2 and Tier 3 cities account for a significant portion of the holiday hiring need across e-commerce, logistics, retail, BPO/ITES, and fast commerce. These days, Jaipur, Coimbatore, Indore, Lucknow, and Ahmedabad are not merely secondary employment markets. They are turning into significant talent hubs for numerous renowned companies.
Why This Shift Matters
It’s easy to see this as just another festive-season trend that will disappear after Diwali. I don’t think it is. This shift has continued across several festive seasons, and there is a simple reason behind it: consumers have moved beyond the metros.
Warehouses, dark stores and regional fulfilment centres are now reaching deeper into Tier 2 and Tier 3 cities. And where the business moves, hiring follows. So, if companies are still planning their festive workforce strategy around metro-first hiring, they may already be looking at the wrong talent markets.
What I’m Seeing on the Ground
At Prompt Personnel, we are seeing this shift directly in our bulk hiring and blue-collar hiring mandates.
This year, more of our clients have needed hiring support in non-metro cities. And these cities are not being used only because companies are struggling to find people in the metros. In many cases, they are the first choice. Clients in customer service, last-mile deliveries, and warehousing who are getting ready for seasonal demand are searching for talent in places they might have thought of as secondary a few years ago. However, there is one important thing you must understand. You cannot simply take a metro hiring strategy and use it in a Tier 2 or Tier 3 city.
The talent exists, but locating it frequently calls for a more regional strategy. Candidates may come through regional language channels, community networks, recommendations, or local employment boards. What is effective in Mumbai could not be in Jaipur or Indore.
Another issue that leaders must consider is compliance. When you hire across different states, things like minimum wages, statutory contributions and labour regulations need to be taken into consideration. If hiring moves faster than compliance, that rapid workforce expansion can quickly turn into a business risk.
What Leaders Should Do Differently
I’d suggest 3 changes for leaders planning their next festive hiring cycle:
- Localise your hiring strategy.
Don’t treat Tier 2 and Tier 3 cities as smaller versions of metro markets. Understand where local talent comes from, which channels work and how much time hiring will actually take.
- Think about compliance from day one.
When you expand hiring into new states, compliance cannot be an afterthought. Labour law, payroll and statutory requirements should be part of the workforce plan from the beginning.
- Build a talent pipeline, not just a festive workforce.
The personnel you hire for a three-month holiday ramp-up may go on to become skilled workers, permanent employees, or future supervisors. Seasonal hiring might become a long-term hiring advantage if you develop an effective talent strategy.
The Bigger Picture
This is not really just about festive hiring. It is about where India’s workforce is growing, and whether our hiring strategies and workforce planning have kept up.
Companies that start building strong talent pools in Tier 2 and Tier 3 cities today will be better prepared not just for the next festive season, but for long-term growth. They will also be less dependent on the same crowded metro talent pools that every other employer is competing for.

Hiring someone to be in charge of an organization has become more complicated beyond the mere process of filling the vacant position. The hiring of the wrong person will lead to decision-making problems, low employee morale, and disruption of business continuity. In contrast, having the right leader will ensure that good teams are created and prepared for further growth within the organization.
As businesses deal with technological change, shifting customer expectations, and changing labor patterns, leadership hiring has become especially crucial. According to Deloitte’s 2026 Global Human Capital Trends study, 7 out of 10 business executives believe that their main competitive strategy for the upcoming years will be to become more flexible and agile.
This changing environment requires organisations to evaluate leaders not only on what they have achieved previously, but also on whether they can succeed in the business environment of the future. Specialised permanent recruitment services can help companies approach this critical process with greater structure, market intelligence and objectivity.
Why Leadership Hiring Needs a Specialised Permanent Recruitment Approach
Leadership positions usually involve a combination of strategic, functional and people-management responsibilities. The ideal candidate must therefore offer more than technical knowledge or experience in a similar designation.
Organisations need to examine whether the candidate can:
- Translate business goals into executable plans
- Lead teams through uncertainty and change
- Build credibility across different stakeholder groups
- Make informed decisions with incomplete information
- Develop future leaders and strengthen succession pipelines
- Balance short-term performance with long-term growth
- Adapt to technology, automation and new operating models
Leadership candidates are also less likely to be actively applying through job portals. Many suitable professionals may be performing well in their current organisations and will consider a move only when approached with a credible and relevant opportunity.
Targeted market mapping, private outreach, and organized candidate evaluation can all be carried out by a specialized permanent recruitment firm. This allows organizations to access a larger pool of leadership talent and broadens the search beyond active applications.
How Permanent Staffing Services Improve Leadership Hiring Outcomes
Professional permanent staffing services bring discipline and consistency to the leadership hiring process. Instead of beginning with candidate sourcing, the recruitment partner first develops a clear understanding of the organisation, the role and the business outcome expected from the new leader.
Defining the Actual Leadership Requirement
Job descriptions for senior positions can sometimes become long lists of responsibilities, qualifications and generic leadership qualities. However, the success of a leadership mandate depends on identifying the organisation’s real priorities.
For example, does the business need a leader who can:
- Build a new function?
- Improve an underperforming business unit?
- Manage rapid expansion?
- Lead digital transformation?
- Strengthen governance and compliance?
- Enter new markets?
- Prepare the next level of management?
By making these results clear, organizations may develop a more realistic candidate profile and avoid choosing applicants only on the basis of designation, years of experience, or reputable employers.
Accessing Passive Leadership Talent
Senior professionals may not publicly indicate that they are open to new opportunities. Research, industry connections, direct interaction, and a clear grasp of what can inspire them to think about a change are all necessary when reaching out to them.
An experienced recruitment partner can identify relevant leaders across competitors, related industries and adjacent functions. This creates a stronger talent pipeline than relying exclusively on applications received through advertisements.
Evaluating Leadership Beyond the Resume
Past performance remains important, but it must be examined within context. A candidate who succeeded in a fast-growing or entrepreneurial business may not automatically succeed in a large and highly structured organisation.
Leadership assessment should consider:
- Scale and complexity of previous responsibilities
- Measurable business outcomes
- Decision-making approach
- Ability to manage different stakeholder expectations
- Experience in building and retaining teams
- Response to setbacks and difficult situations
- Cultural and organisational compatibility
- Motivation for considering the opportunity
The purpose is not to find a leader who appears successful on paper. It is to identify someone whose capabilities and working style align with the company’s current situation and future direction.
What Strong Permanent Recruitment Services Should Include
Effective permanent recruitment services should cover the complete hiring journey rather than merely forwarding resumes.
Market Mapping and Talent Research
A structured search begins with identifying relevant companies, sectors, functions and candidate profiles. Market mapping also helps employers understand the availability of talent, compensation expectations and the level of competition for similar leadership capabilities.
Candidate Screening and Validation
Recruiters should conduct in-depth initial interactions with each candidate to fully grasp their experience, accomplishments, expectations, motivations, and appropriateness for the position. This will ensure that the organization does not waste its time conducting interviews with those candidates who, though technically qualified, may not be motivated or available.
Interview Coordination and Candidate Engagement
Leadership hiring processes frequently involve multiple stakeholders and several rounds of discussion. Candidates who show great potential may back out of the process due to lack of proper coordination and communication. Permanent recruitment partners will help keep things moving by coordinating interviews and communicating with candidates.
Compensation and Offer Management
Leadership offers may include fixed compensation, variable pay, incentives, notice-period considerations and other contractual elements. Recruiters can help organisations understand candidate expectations, communicate the complete value proposition and resolve concerns before the offer is finalised.
Post-Offer Follow-Up
The period between offer acceptance and joining is particularly important. Counteroffers, extended notice periods or communication gaps can affect the candidate’s decision. Continued engagement helps improve offer-to-joining conversion and gives the organisation greater visibility into potential risks.
Why Permanent Recruitment is a Strategic Business Decision
Although recruiting is getting more selective, the market for white-collar employment in India is nevertheless expanding. Naukri JobSpeak reports that in March 2026, white-collar hiring rose 9% annually. FY 2025–2026 concluded with an 8% increase, the biggest annual growth in three years.
A growing market does not necessarily make leadership hiring easier. Organisations may be competing for a limited group of candidates with the required combination of sector experience, functional expertise, leadership maturity and transformation capabilities.
This is why permanent recruitment should be treated as a strategic business process. The objective should not be to close the vacancy as quickly as possible. It should be to appoint a leader capable of creating sustainable value for the organisation.
The cost of keeping a critical position vacant must be balanced against the greater cost of hiring the wrong person. An organized search can greatly enhance the quality and long-term suitability of the appointment, but it may necessitate rigorous evaluation and stakeholder alignment.
How Prompt Personnel Supports Leadership Hiring
Prompt Personnel provides permanent staffing services for organisations seeking capable professionals for critical, middle-management and senior leadership positions.
Understanding the client’s needs, analyzing profile suitability, screening applicants, doing need-based preliminary interviews, determining skill compatibility, assisting with background checks, and involving candidates throughout the selection process are all part of our permanent recruitment process. We assist organizations in connecting with experts who can contribute beyond the role’s specific responsibilities through research, headhunting, and structured screening.
Conclusion
Leadership influences more than one department or business cycle. They influence the organization’s execution, strategy, culture, and preparedness for new possibilities.
Employers can access deeper talent networks, specialized research, and a more structured assessment procedure by collaborating with a seasoned permanent recruiting services agency. Additionally, it frees up internal teams to concentrate on choosing the best leader rather than overseeing each operational phase of the search.
